We understood in the competition logo the importance of considering a third element – the intersection between the two sets – as equally important in the concept intended for the architecture proposal. In the deconstruction of this symbol, we have found the articulations of functional typologies intended for the program: creating new dynamics through artifacts such as permeability and exchanges between institutional work, economic activity and contemplative and social leisure.

The implantation movement in the site of the achieved concept aimed the creation of urban spaces identified as necessary in the definition of program, the creation of the greatest possible number of connections between the functional typologies and the preservation of greater part of protected building in west. The spaces requested were divided not only according to institution, but separated into priority categories with respect to the height ceiling of environments and to the use: service to the public at ground floor, bureaucratic activities at first floor and work activities at second floor.

The vertical circulations concentrated in the axes of buildings facilitate the accesses and reduce the paths between floors, allowing escape routes within the parameters required by fire department, without the necessity of using special systems of protection and fire fighting. The wide modulation of the metal structure pillars allows easy reordering of space, guiding definition of the most walls as partitions.

A small displacement of the building relative to the terrain axis for left creates a large range of permeability along the right border of the terrain which thus fulfills its part in the cooling system of west façade of the building, improving the thermal performance in the whole building.
